
TVE Asia Pacific (TVEAP) has just developed and rolled out an Introductory Training Course to Digital Video Production aimed at development sector professionals keen to enhance their video skills.
It allows those working for a development related agency or research institute to produce simple, short video films capturing their activities, events or advocacy messages.
The inaugural course was conducted exclusively for interested staff members of the UNDP Regional Centre in Colombo (UNDP RCC) from 8 to 12 February 2010 by a multi-skilled and versatile resource team assembled by TVEAP.
UNDP RCC, a regional organisation that serves 37 countries in the Asia Pacific, engaged the services of TVEAP to 'build the capacity of staff in video documentation to maximise use of audio-visual media for enhanced outreach and wider policy impact'.

The 5-day, 40-hour training module covered the basics of production planning, location filming, editing and post-production, and using the web for online sharing of video films. Separate sessions also covered the art of video interviews, ethical framework for development film making, and an introduction to copyright management.
A total of 12 staff members of UNDP RCC followed the course, which struck a healthy balance between theory and practice. Participants divided into two teams and carried out two trial video productions each – one filmed within their office premises, and the other within the city of Colombo.
For filming and editing their short video films, each trainee team was provided with similar digital cameras, accessories and non-linear editing facilities under the supervision of TVEAP training team.
“This course marks a new line of training and capacity building for TVEAP, and we are very happy to have delivered the first course to the UNDP’s satisfaction,” says Nalaka Gunawardene, Director and CEO, TVEAP.
He adds: “For over a decade, we have been conducting training for TV/video professionals on how to cover development issues, and for civil society groups on how to use the audio-visual and online media to communicate their messages. With this course, we extend our services to meeting a growing need in development agencies such as the UNDP.”
TVEAP’s resource team for this training course comprised Andrew Jayamanne (veteran cine and TV director, producer and trainer); Umesha Fernando (film/video editor and director); Manori Wijesekera (Regional Programme Manager, TVEAP); Indika Wanniarachchi (IT manager, TVEAP) and Nalaka Gunawardene. The training workshop was faciliatated by Amilanath Wickramarathne, Programme Officer, TVEAP.
The inaugural course was well received by the participants, who collectively ranked all sessions as ‘very relevant and highly useful’ to their needs. In an evaluation, they suggested areas for further improvement: more time to be spent on editing and camera handling; more practical sessions on editing and camera; more time for post production and editing; and offering the course over a longer duration.
TVEAP plans to offer this training course to other development professionals in Sri Lanka and elsewhere in the Asia Pacific region. In each case, the generic module can be customised to meet the particular needs or aspirations of trainees. For further information, write to
